Awareness and Attitudes of the Post-Hanshin-Awaji Earthquake Generation Toward Passing on the Memories of the Disaster and Regarding the COVID-19 Pandemic Fiscal 2020 Survey Report (Basic)

2020年1月17日、阪神・淡路大震災(以下:大震災)の発災後25年が経った。この間、被災地周辺でも、大震災を知らない新しい世代が数多く誕生した。大震災の記憶を未来に継承していく役割を担うこれら震災後世代が、大震災についての記憶継承についてどのような態度と意識をもっているかを明らかにするため、2019年に被災地の放送局FMYYと関西学院大学総合政策学部が共同して意識調査を実施し、2020年も同様の調査を実施した。さらに、この2020年の調査は、コロナ禍の最中に実施されることになった。そこで、この調査では、大震災の記憶継承についての意識や態度にコロナ禍がどう影響するかについても質問を加えた。
調査対象は、被災地周辺の3つの大学(関西学院大学、兵庫県立大学、常磐大学)の学部生で、有効回答は749サンプルであった。主な調査内容は、1大震災についての情報源、2大震災時に発生した不確実な情報についての態度、3大震災の記憶継承についての認識と態度、4継承すべき大震災の記憶、5大震災の記憶継承の効果的方法、6コロナ禍についての意識と態度に関するものであった。
主な調査結果として、次のことが明らかになった。回答者は、継承すべき大震災の記憶として、震災直後の避難、人命救助、水や食糧などの供給などへの関心が相対的に高く、被災者個人のエピソードや感情などについての関心は相対的に低かった。この傾向は2019年の調査と共通していた。しかし、2019年度調査で高い関心を示した将来の防災に役立つ実用的な情報については、2020年の調査では関心の程度が下がった。一方、2019年の調査では、回答者は、被災者の感情や辛い経験の記憶継承より、データにもとづく客観的事実の記憶継承に、より関心を示す傾向がみられたが、2020年の調査では、逆転した。この逆転の原因として、回答者がコロナ禍を経験し、被災者意識を持ったことが関連していると考えられる。
英文abstract:
January 17, 2020, marks the 25th year since the 1995 Southern Hyogo Earthquake (the Great Hanshin-Awaji Earthquake). Over this time, several generations have been born in the disaster area with no knowledge of the great earthquake. Yet the post-disaster generations have a role to play in making sure that the memories of the great disaster are carried forward. To clarify their attitudes and opinions about the disasters, a survey was carried out in 2019 by the School of Policy Studies of Kwansei Gakuin University and FMYY, a community broadcasting station in Kobe. The survey was repeated in 2020 in the midst of the COVID-19 pandemic, with an additional question on how the pandemic had affected their attitudes and opinions about the 1995 earthquake. The 2020 survey targeted undergraduate students at three universities (Kwansei Gakuin University, University of Hyogo, and Joban University) in the vicinity of the disaster area, with a total of 749 valid responses. The con- tent of the survey questionnaires can be broadly divided into the following topics: (1) Sources of information on the disaster, (2) Attitudes towards the unconfirmed information generated by the disaster, (3) Perceptions and attitudes about passing on the memories of disaster, (4) Which memories of the disaster should be passed on, (5) Effective methods for passing on the disaster memories, and (6) Awareness and attitudes towards the COVID-19 pandemic. The survey results clarified the following items. Regarding the types of memories that should be passed on, respondents showed a relatively high interest in evacuation, lifesaving, and supply of water and food in the immediate aftermath of the disaster, and relatively low interest in the narratives and feelings of individual disaster victims. This was the same outcome as for the earlier 2019 survey, but whereas the 2019 respondents showed a high interest in practical information that would be useful in a future disaster, the 2020 respondents were less interested in such practical information. On the other hand, in the 2019 survey, respondents tended to show more interest in passing on memories of objective facts based on data than in passing on memories of the feelings and painful experiences of the disaster victims, but this outcome was reversed in the 2020 survey. This reversal of attitude, it is believed, may be related to the respondents own awareness of themselves as victims of the COVID-19 pandemic.
