 2020年は、阪神・淡路大震災の発災から4半世紀を迎え、震災記憶を震災後世代に継承することが大きな課題となった。この問題意識をもって、2021年度、共同研究班が組織された。研究班は、阪神・淡路大震災の記憶継承を目的とする、性格の異なる研究実験番組を制作し、それらを震災後世代の被験者に視聴してもらい、それらの番組に対する反応や評価を調査する実験的研究を実施した。

 この論文では、①「データで語り継ぐ阪神・淡路大震災」(1941秒)、②「人間が語り継ぐ阪神・淡路大震災第一部」(1436秒)の2つの番組に対する評価調査の結果を報告する。①は、数値や図表などを駆使し、客観的事実とデータの提供に特化した番組であり、②は、記録映像や図表などを挿入せず、被災者自身による語りのみを記録した番組である。

 結果として、オーディエンスは、①に対しては、感動、安心感、上品さなどを感じたと回答し、話し手である被災者に共感を示した。他方、②に対しては、震災や防災に関する知識を得ると同時に、強い刺激を受けたと回答した。自由記述回答を分析すると、この強い刺激には、恐怖や不安などの感情が含まれた。

 結論として、災害記憶の効果的継承のためには、災害の客観的事実の提供だけでは不十分で、被災者に対する共感や防災やコミュニティの助け合いを醸成するためには、被災者による語りが重要であることが確認された。


英文Abstract:
The year 2020 marked a quarter century since the Great Hanshin-Awaji Earthquake. More than ever, effectively passing on the memory of the disaster to post-disaster generations has become a matter of major concern. With this in mind, a joint research group formed in fiscal 2021 produced two different types of experimental programs on the Great Hanshin-Awaji Earthquake, had them viewed by members of the post-disaster generation, and then surveyed the viewers on their reactions and evaluations of the programs. This paper reports on the surveys made on the two programs: (1) The Human Stories of the Great Hanshin-Awaji Earthquake (14 min 36 sec) and (2) What the Data Say About the Great Hanshin-Awaji Earthquake (19 min. 45 sec.). Program (1) focused on disaster survivors telling their own stories without the aid of visual records or data while program (2) presented objective facts and data using figures and tables. The results showed that the audience felt empathy with the survivors appearing in program (1), saying they were deeply moved and reassured, and felt the narratives to be refined and eloquent. In response to program (2), they said that they were strongly impacted by the data even as they learned about the disaster and disaster prevention. An analysis of the respondents’ comments on the survey form showed that this strong impact included feelings of fear and anxiety. In conclusion, it was confirmed that for the effec- tive passing on of disaster memories, presenting objective facts is not enough, and that survivors’ narratives play a critical role in fostering empathy and encouraging cooperation in implementing disaster prevention measures and supporting the community.

要約: 2020117日、阪神・淡路大震災(以下:大震災)の発災後25年が経った。この間、被災地周辺でも、大震災を知らない新しい世代が数多く誕生した。大震災の記憶を未来に継承していく役割を担うこれら震災後世代が、大震災についての記憶継承についてどのような態度と意識をもっているかを明らかにするため、2019年に被災地の放送局FMYYと関西学院大学総合政策学部が共同して、大震災の被災地に位置する3つの大学(関西学院大学、神戸常盤大学、神戸大学)の学部生を対象として意識調査を実施し、最大445の有効サンプルを得た。同様の調査は2020年度も実施された。これら調査の基礎的な結果については、すでに本誌(61号、63号)で報告されている。本論では、2019年度の調査データをもとに、さらに深く分析を行ない、その結果を報告する。

 分析結果は以下のようなものである。まず、大震災についての知識や情報を得る回路については、被災地出身で居住経験の長い回答者ほど被災者から直接経験や記憶を知る機会を得る傾向があり、また、学校教育を通じた機会も多かった。これに対し、被災地出身でなくまた居住経験もすくない回答者は、映像系メディア(テレビ、映画、ネット動画など)によって大震災の知識や情報を得る傾向が多かった。つぎに、大震災についての関心や継承すべき記憶の対象については、1.被災者やボランティなどの人間的体験に関心を寄せる要素と、2.救命救急活動や防災について関心を寄せる要素の2つの要素がみられた。さらに、大震災に対する認識や記憶継承に対する意識態度については、被災地出身で居住経験の長い回答者は、被災者の心情や経験を語り継ぐ意義を理解し、現在の被災地が復興を遂げるに至った経過の記憶を継承することに積極的であることが分かった。また、男性は、女性より災害の爪痕を消し、新しい町に作り変えるのがよいと考える傾向を示した。最後に、大震災の記憶を伝える手段については、被災者の語りかけなどの直接的コミュニケーション、学校教育、記録映像などのメディアの3つの手段は相互に強く連関していたが、博物館や追悼行事による記憶の継承は、他の手段との関連が弱かった。大震災の記憶を継承する多様な手段による試みが、今後も継続することが期待されている。

January 17, 2020, marks the 25th year since the Great Hanshin-Awaji Great Earthquake. Over this time, several generations have been born in the disaster area with no knowledge of the great earthquake. Yet the post-disaster generations have a role to play in making sure that the memories of the great disaster are carried forward. To clar- ify their attitudes and opinions about the disasters, a survey was carried out in 2019 by the School of Policy Stud- ies of Kwansei Gakuin University and FMYY, a community broadcasting station in Kobe. The survey targeted undergraduate students at three universities (Kwansei Gakuin University, Kobe University, and Kobe Tokiwa Uni- versity) in the vicinity of the disaster area, with a total of 445 valid responses. A similar survey was conducted in fiscal 2020. The basic outcomes of these surveys have already been reported in volumes 61 and 63 of this journal. This paper provides a more in-depth analysis of the 2019 survey data. The analysis results are as follows. First, with regard to the means by which knowledge and information about the disaster was obtained, respondents who were from the disaster area and had lived there for a long time tended to have more opportunities to learn directly from the survivors about their experiences and memories. Many also said they had opportunities to learn about the disaster through their school education, in contrast, those who were not from the disaster area or who had not lived there very long tended to acquire their disaster information through such visual media as television, film, and the Internet. Next, regarding interest in the disaster and what kinds of memories should be passed on, survey responses were roughly divided into two groups: 1. Those who showed a greater interest in the human narratives of disaster victims and volunteers, and 2. Those who showed a greater interest in lifesaving activities and disas- ter prevention measures. Regarding awareness and attitudes towards the disaster and passing on the memories of the disaster, it was found that respondents who were from the disaster area and had lived there for a long time understood the importance of having survivors narrate their emotions and experiences and were willing to play an active role in passing on the processes by which the region recovered from the disaster. More men than women expressed the opinion that it was better to erase the scars of the disaster and rebuild completely new. Finally, with regard to methods of conveying the memories of the disaster, the three methods of direct communication, such as narrations by survivors, school education, and media, such as recorded images, were found to be strongly inter- connected, while the transmission of memory through museums and memorial events was only weakly related to the other methods. Hopefully, diverse methods will continue to be used to pass on the memories of the disaster.

 調査対象は、被災地周辺の3つの大学(関西学院大学、兵庫県立大学、常磐大学)の学部生で、有効回答は749サンプルであった。主な調査内容は、1大震災についての情報源、2大震災時に発生した不確実な情報についての態度、3大震災の記憶継承についての認識と態度、4継承すべき大震災の記憶、5大震災の記憶継承の効果的方法、6コロナ禍についての意識と態度に関するものであった。

 主な調査結果として、次のことが明らかになった。回答者は、継承すべき大震災の記憶として、震災直後の避難、人命救助、水や食糧などの供給などへの関心が相対的に高く、被災者個人のエピソードや感情などについての関心は相対的に低かった。この傾向は2019年の調査と共通していた。しかし、2019年度調査で高い関心を示した将来の防災に役立つ実用的な情報については、2020年の調査では関心の程度が下がった。一方、2019年の調査では、回答者は、被災者の感情や辛い経験の記憶継承より、データにもとづく客観的事実の記憶継承に、より関心を示す傾向がみられたが、2020年の調査では、逆転した。この逆転の原因として、回答者がコロナ禍を経験し、被災者意識を持ったことが関連していると考えられる。

January 17, 2020, marks the 25th year since the 1995 Southern Hyogo Earthquake (the Great Hanshin-Awaji Earthquake). Over this time, several generations have been born in the disaster area with no knowledge of the great earthquake. Yet the post-disaster generations have a role to play in making sure that the memories of the great disaster are carried forward. To clarify their attitudes and opinions about the disasters, a survey was carried out in 2019 by the School of Policy Studies of Kwansei Gakuin University and FMYY, a community broadcasting station in Kobe. The survey was repeated in 2020 in the midst of the COVID-19 pandemic, with an additional question on how the pandemic had affected their attitudes and opinions about the 1995 earthquake. The 2020 survey targeted undergraduate students at three universities (Kwansei Gakuin University, University of Hyogo, and Joban University) in the vicinity of the disaster area, with a total of 749 valid responses. The con- tent of the survey questionnaires can be broadly divided into the following topics: (1) Sources of information on the disaster, (2) Attitudes towards the unconfirmed information generated by the disaster, (3) Perceptions and attitudes about passing on the memories of disaster, (4) Which memories of the disaster should be passed on, (5) Effective methods for passing on the disaster memories, and (6) Awareness and attitudes towards the COVID-19 pandemic. The survey results clarified the following items. Regarding the types of memories that should be passed on, respondents showed a relatively high interest in evacuation, lifesaving, and supply of water and food in the immediate aftermath of the disaster, and relatively low interest in the narratives and feelings of individual disaster victims. This was the same outcome as for the earlier 2019 survey, but whereas the 2019 respondents showed a high interest in practical information that would be useful in a future disaster, the 2020 respondents were less interested in such practical information. On the other hand, in the 2019 survey, respondents tended to show more interest in passing on memories of objective facts based on data than in passing on memories of the feelings and painful experiences of the disaster victims, but this outcome was reversed in the 2020 survey. This reversal of attitude, it is believed, may be related to the respondents own awareness of themselves as victims of the COVID-19 pandemic.

 主な調査結果として、次のことが明らかになった。7割近くの回答者が、学校教育をつうじて大震災を知り、学校教育が記憶継承に効果的手段だと答えた。回答者は、継承すべき大震災の記憶として、将来の防災や災害時の対処法などに役立つ実用的な情報に関心が高く、大震災の客観的事実やデータなど客観的情報への関心に強い関心を示した。これらと比べて、回答者は、被災者の感情や思い、犠牲者の辛い記憶など主観的な情報には相対的に低い関心を示した。結論として、われわれ調査グループは、このような震災後世代の記憶継承にかんする関心の偏りを「災害記憶の選択的継承」と概念化した。


英文Abstract:
January 17, 2020, marked the 25th anniversary of the Southern Hyogo Earthquake. In the decades since the disaster, a whole new generation has emerged in the region with no ex- perience or direct knowledge of the great earthquake. And yet it is the young people of this generation who will need to pass on the memories of the great earthquake to future genera- tions. In order to clarify the attitudes and awareness among the post-earthquake generation regarding the heritage of disaster memories, the Kwansei Gakuin University School of Policy Studies and Community Media FMYY, a local community broadcasting company, undertook a joint project to survey young people in the region. The survey was carried out among undergraduate students at three universities in the former disaster region: Kwansei Gakuin University, Kobe University, and Kobe Tokiwa University. There were 445 valid responses. The survey questionnaire covered the following five major areas: (1) sources of information on the Southern Hyogo Earthquake, (2) interest in the disaster, (3) awareness and attitudes regarding the heritage of disaster memories, (4) which memories should be passed on, and (5) effective methods for passing on the memories. Upon compilation of the survey results, the following factors became evident. Close to 70 percent of the respon- dents said they learned about the Southern Hyogo Earthquake in school and felt that school education was an effective method for passing on the memories of the disaster. Among the memories that respondents felt were the most important to be passed on were those con- veying practical information that would be useful for disaster mitigation and responding to future disasters. Interest was high in objective facts and data related to the disaster. In contrast, interest was relatively low in subjective information, such as the emotions, feel- ings, and painful memories of the victims. In conclusion, our research group has chosen to conceptualize this phenomenon of biased interest in memory heritage among those of the post-earthquake generation as “selective inheritance of disaster memories."
